Yes. That's the theory so far. Still preliminary of course but there is nothing else, at this point, that would explain my observations. Of course, this may be true Only for German Tuxedos. I have no clue as to the genetics of tail color blends as I'm not working with blends. I've been having some trouble getting a mating the past few days... that's why I've not been able to develop this theory further. I did get a pregnancy and birth today though... just have to age them and I'll be able to get closer to a true theory.
